生態挑戰競賽章程

壹、目的
 一、透過聯合國環境規畫署(UNEP)的「水資源共生」線上遊戲,教育後代有關水資源、氣候及環境
   科學的重要性。
 二、透過參與本活動,培養具創意、策略規劃能力的台灣未來領袖人才、以及提昇學生英語能力。
 三、選拔參加2015 Eco Challenge 的臺灣代表隊伍,拓展臺灣師生的國際視野,且達到提高臺灣的
   國際知名度。

參、參加對象及組隊規定

  一、參加者年齡介於11-17歲(即1998年4月12日以後到2004年4月12日前出生 )的學生。
  二、每隊隊員僅2位,及1位指導教練,隊員可以不同年齡或不同學校組隊。
  三、每支隊伍必須以學校名義報名參加。
  四、參賽隊伍完成報名後,不可更換隊員與教練,每人僅能報名一隊。

  一、報名時間:即日起至2015年3月14日下午六時止。

伍、競賽說明

本競賽共分成區域賽、全國大賽和國際賽,時間與相關說明如后:
  一、    區域賽
    (一) 資格:兩人即可組成一隊,加上一名教練。自行線上註冊帳號,填寫真實相關聯絡
           資料後,獲得專屬帳號和密碼即可開始進行遊戲。
    (二) 時間:2014年12月1日至2015年3月17日下午10:00
    (三) 地點:任何可以聯上網路的地方
    (四) 評分方式:遊戲網站由聯合國UNEP-DHI中心所轄之本生態挑戰線上遊戲資料庫
             網站專業人員維護,每回遊戲以15年為限,由系統自行評分,在網站
             中即時公告分數排名狀況。
    (五) 成績採計:參賽隊伍在上述期間內,可以不限次數、地點,進行網路賽事,每支
             隊伍歷來最高成績為最後成績採計標準。
    (六) 晉級成績公佈:2015年3月18日上午9:00,錄取成績最高前50名隊伍,獲得全
               國大賽的參賽權。

    (一) 日期:2015年3月21日(六)下午1:00-5:00
    (二) 報到時間:13:00-13:20
    (三) 地點:臺北市大同區永樂國民小學(臺北市延平北路二段266號)
    (四) 器材:每隊自備已充足電(可供四小時)的筆記型電腦壹部(若需轉接頭請自備)。
    (五) 地圖資源參數:使用新加坡地圖及水文資料。

陸、評分方式

  由系統依據參賽隊伍執行情況自動評分。

柒、獎勵

  一、    第一名一隊為正取代表,兩名選手及一位教練獲得韓國首爾來回機票與食宿(宿舍) 及獎狀。
  二、    第二名一隊:獎金新台幣一萬元整及獎狀。
     第三至六名:每隊獎金新台幣伍仟元整及獎狀。
     第七至十名:每隊獎金新台幣參仟元整及獎狀。
  三、    所有參加全國大賽隊伍,每位隊員及指導教練皆獲得大會紀念品一份。

捌、其他

  一、國際賽獎項金牌一隊,獲獎金500美元;銀牌一隊,獲獎金300美元;
    銅牌一隊,獲獎金150美元。
  二、若第一名隊伍放棄代表權則順延遞補。

配合在韓國舉行的2015年全球水資源論壇(The World Water Forum 2015)共同舉辦,屆時將邀請各國元首與代表蒞臨參觀競賽進行。(http://eng.worldwaterforum7.org/main/

1   競賽介紹與目的

水資源在每個家庭提供了飲用、烹煮、與清潔等用途,也對於食物與能源生產有不可或缺的重要性,因此,不管住在地球的哪個地方,大部分的人都知道水的重要性。但是,很少人會去思考與水的關聯性,到底水資源的使用對於人與人之間有哪些直接與間接的影響? 甚至更少人會去關心,當缺乏水資源,或是水資源氾濫,或是水品質有問題時,到底對於經濟與社群發展會造成多大的負面衝擊?

很不幸的,由於人類不斷增加水資源的需求,加上管理不善和氣候變化,以及環境持續惡化等等因素,對於我們賴以生存的持續水資源供應,越來越受大自然的無情限制。到2030年,將有超過十億多的人類,將僅能試圖分享與我們今日所擁有一樣多的淡水資源。

想解決這種情況的第一個步驟就是,讓人們更清楚了解所面臨的水資源重要性和有限資源挑戰,以及他們如何能有效分配資源。這項努力的一個重要工作,那就是教育我們的孩子成為明日的資源決策者。

聯合國教科文組織為增進學生對於環保意識及實務管理開發一套能源環保模擬實境軟體,期望透過此軟體可以扎根下一代對於水文與氣候的環境意識,該組織期望透過遊戲來進行環保教育的方式能推展至全球學生,因此,此套軟體可因應各國的需求修改水資源數據,而成為個別國家的遊戲模式。

2015年的生態挑戰競賽即是以此套能源環保模擬實境軟體來進行線上遊戲競賽,希望能夠啟發我們的下一代,讓他們對自己的未來感到興趣。本競賽分為三階段競賽,第一階段是區域競賽,由各學校自行組隊上網進行訓練:第二階段是全國大賽,由第一階段的成績篩選優秀隊伍進行全國競賽;第三階段為國際競賽,由第二階段篩選出代表臺灣的菁英隊伍,派送到韓國參加國際競賽,與各國小孩相互競賽與切磋環保意識。透過參加此國際競賽,能達到提高台灣的國際知名度、培養具策略規劃能力的台灣未來領袖人才、以及提昇學生語言能力與興趣等等。

2   參與單位資訊(Partners Profile)

聯合國環境規劃署(United Nations Environment Programme, UNEP):

An agency of the United Nations that coordinates its environmental activities, assisting developing countries in implementing environmentally sound policies and practices. UNEP contributes to the development of the game through both financial contribution and technical expertise.

DHI:

A not-for-profit independent, international advisory and research organization focused on advancing knowledge and solving challenges in water environments worldwide. DHI contributes to the development of the game through both financial contribution and technical expertise.

UNEP-DHI中心(UNEP-DHI Centre):

A UNEP collaboration centre with expertise dedicated to helping improve the management, development and use of freshwater resources from the local to the global level. UNEP-DHI Centre contributes to the development of the game through technical expertise.

寓教於樂聯盟(Serious Games Interactive):

An award winning serious game company that specializes in creating games for training and education. Serious Games Interactive contributes to the development of the game through both financial contribution and technical expertise.

Hydroinformatics Society (Singapore):

The Hydroinformatics Society (Singapore) serves as a not for profit organisation for practitioners, engineers, researchers, scientists, managers and decision makers from Asia to meet and network with their counterparts to exchange about the most advanced developments in the hydroinformatics field and the urgent water related issues.

聯合國教科文組織曼谷(UNESCO Bangkok):

Working closely with Governments, National Commissions and other governmental and non-governmental partners, UNESCO Bangkok works on making development sustainable and profitable for everyone in a culture of peace and human rights. In the 48 UNESCO Member States and 2 Associate Members of the Asia-Pacific, UNESCO is present with a network of 13 Field Offices comprising Cluster Offices, Country Offices and Regional Bureaux. UNESCO Bangkok has a double role as Regional Bureau for Education and Cluster Office. As Regional Bureau for Education, UNESCO Bangkok provides strategic expertise, advisory, monitoring and evaluation functions to Member States, other UNESCO Field Offices and UN Country Teams in the area of Education.

3 生態挑戰競賽(The Eco Challenge)

在競賽過程,帶隊老師(或領隊)對於隊員學習過程的熟練度具有關鍵的角色地位,以下資訊是給帶隊老師(或領隊)在遊戲過程如何扮演指導師的準則。

3.1 背景介紹(Background)

「水資源共生」是UNEP-DHI, UNEP (聯合國環境規劃署)與DHI聯合計畫的成果,此計畫的目的是要透過遊戲方式,來提昇人類對於水資源管理的關注與探討水資源管理相關議題。
在水資源共生世界,遊戲者可以建立一個簡單但是相當真實的虛擬世界,遊戲者可以在此世界內用互動與生動有趣方式,來學習如何下決策以管理水資源蓄貯。遊戲規則是基於「整合水資源管理」(Integrated Water Resources Management, IWRM)所提供的方法來設計。

3.2 整合水資源管理(Integrated Water Resources Management, IWRM)

「整合水資源管理」(IWRM)是套程序,目的是要提倡土地、水源與相關資源的協調發展與管理,能以公平合理方式來讓經濟與社會福利最佳化,而不需對重要生態系統的永續存在進行妥協。

IWRM協助保護地球環境,促進經濟成長與永續農業發展,在管理與改善人類健康方面提昇大眾參與意願。全球的水源政策與管理已經開始反映出水文學資源的基本鏈結本質,而IWRM代表過去一貫的區域性與自上而下管理型態的另一個選擇。

IWRM的基本概念是有限水資源的不同運用方式彼此之間是相互關連。大量灌溉需求與農業排放污水意味著可供飲用或工業用的乾淨水將短缺,而都市與工業所排放的廢水將污染河川與威脅生態系統;如果水資源過度保留給養殖漁業,農作物生長所需的灌溉水將短缺。有太多的實例可以舉證說明,未受管制的使用珍貴水資源是浪費且不可避免的影響永續生存。

3.3 整合水資源管理(Integrated Water Resources Management, IWRM)
        遊戲概念(Game Concept)

水資源共生(Aqua Republica)是個藉由與虛擬水資源互動方式來啟發遊戲者的工具,遊戲者的發展策略可以在此虛擬世界內被測試與演練。

1. 本競賽是希望透過「水資源共生」(Aqua Republica)遊戲讓遊戲者可以面對與探討水資源管理與水安全、食物供應與食物安全、人口成長與社會議題、環境改變與環境變遷、可能衝突與衝突管理等等議題。
2. 讓遊戲者可以針對水庫或水域發展的影響進行規劃與決策。
3. 讓遊戲者可以思考由於他們的決策所造成的連環效應。
4. 讓遊戲者對於新興議題、規劃結果以及功能發展產生創新性的觀點。
5. 讓遊戲者對於他們在規劃需求與政策影響的取捨更為敏感。

3.4 遊戲設計(Game Design)

The players are part of a larger planning committee in Aqua Republica and this committee is in charge of all the planning and development activities in Aqua Republica. The mission is to develop more economic, agriculture, industrial activities within Aqua Republica while making sure that these developments are sustainable.

In each game simulation, the team plays through 18 years using 12 turns.

The core of Aqua Republica revolves around the virtual environment, which tries to simulate a simplified version of the real world. The virtual environment consists of 2 layers – a water allocation and hydrology model based layer and a game layer which uses the results of the model and links it to social, economic and environmental factors.
The water allocation and hydrology model is powered by MIKE HYDRO by DHI, while the game layer has been developed by a team of water experts.

MIKE HYDRO’s main application in the real world is to provide solutions to water allocation and water shortage problems, improving and optimizing reservoir and hydropower operations, exploring conjunctive use of groundwater and surface water, evaluating and improving irrigation performance, solving multi-criteria optimization problems, establishing cost-effective measures for water quality compliance. The concept of linking up the numerical model is simple; the game map is linked dynamically as an input to the numerical model and any actions on the game will affect the water use of each node in the numerical model.

Using MIKE HYDRO as the backend model to calculation water allocation and hydrology provides a lot of benefits:

1.It allows us to use hydrological data in a game, such as

•Digital Elevation Model (DEM) of the area
•Shape files of the river network
•Delimitation of the sub catchments
•Runoff data
•Evaporation losses, level-area-volume curve, bottom level, top of dead storage dam crest elevation, minimum and maximum release of reservoirs

2.It allows us to use realistic water demands for various types of water users or buildings in the game (e.g. crops, irrigation, various industries, etc.)

3.It gives us an accurate representation of how water is interacting in a catchment (e.g. upstream and downstream relationships etc.)

4.The game layer uses the results from MIKE BASIN and affects the social-economic factors in the game. The figure below summarizes the interactions in the game that makes up the game layer.

3.5 遊戲進行規則 (Game Play)

2015年生態挑戰競賽將結合新加坡慶祝50週年國慶活動(稱為SG50慶典);主辦單位將利用新加坡作為競賽的故事架構。

新加坡的供水歷史是一個漫長且鼓舞人心的故事。第一個水庫是在1867年由英國建造完成,剛建造時一切都很正常,但隨著人口的增加與水使用量的增加,顯而易見,很快便需要有其他的供水方案。當新加坡獨立後,隨著工業活動的繁榮,迫切需要一些替代水源。正是因為這個需求,新加坡人開始有創新的想法。我們在土地缺乏的新加坡建設更多的蓄水庫,並且與我們的鄰國協商,共同建置高科技海水淡化廠。因此,新加坡的水資源歷程可以適切地稱為:” 從脆弱到強健 - 新加坡水的故事”

*智庫會議(*Think Tank Session):

競賽過程的智庫會議是要讓參賽者有機會去分享他們的心得,帶隊老師在此智庫會議將扮演仲裁者或是引導者的角色。

競賽過程,教師不能對參賽者給予指導或提供可行的解答,但是教師能夠從旁觀察參賽者的反應來適時予以鼓勵。

在智庫會議過程,參賽者會被與其他隊伍混合編組成6-8人的討論群。
•每個討論群將提供大量的空白紙張。
•討論群的成員將被鼓勵彼此分享他們在競賽過程所獲得的經驗與策略。
•每個成員將寫下競賽到現在所學到的東西。
•每個討論群將推出一位代表來對其他討論群報告他們的討論結果。

透過此種互動方式,參賽者期待能去尋問其他參賽者的決策方法與策略,而被詢問者可以決定要全盤分享還是部份分享,這將反映出每個參賽者的不同感受。

帶隊老師(或領隊)將引導參賽者之間的討論方向,同時只能提供實際答案來引導會議討論,而在智庫會議過程,這些問題與答案在本質上是沒有特定議題。

~回饋與反思 (~Debriefing):

最後的回饋與反思會議是由帶隊老師(或是領隊)來主持,目的是要提供參賽者的綜合經驗與學習的報告。帶隊老師(或是領隊)可以根據先前智庫會議來觀察到參賽者的行為差異與反應。

4 生態挑戰競賽平台(The Eco Challenge Platform)

A.Education Pioneer
Using games to engage the younger generation is a new media of engagement in the coming years. Using Aqua Republica in the Global Eco Challenge will place the sponsor/organiser at the forefront of the education frontiers. Through Aqua Republica, we could simulate various outcomes based on the decisions of the players. This will allow the players to learn from trials and errors. It is through these “mistakes” that they will learn about themselves and the environment. During the game play, the players will also be negotiating with their team mate and interacting with other team players. This would lead to better analytical skills and collaborative team work.

B.Support from UNESCO & UNEP
Both UNESCO and UNEP has been very supportive of this initiative. By aligning to this initiative, the sponsor/organiser would then be able to gain from the positive impact by association in the various developing countries.

5 生態挑戰競賽截圖(Eco Challenge Screen Shots)

At this point of time, you can start to encourage discussions between the different groups to reach a decision on what to develop first. The groups should remember the missions of their own groups. (1 turn)

Figure 3: As a general guide, there are upstream and downstream conditions in the game. Upstream region shown has less water than downstream region. This will affect the location for placing different buildings.

6 參與國家
聯合國教科文組織委託丹麥開發的一套能源環保模擬實境軟體,可因應各國修改原始數據,而成為個別國家的遊戲模式。
聯合國教科文組織希望透過此軟體來增進學生對於環保意識及實務管理,並期望推展至全球學生,扎根水文與氣候的環境意識。
目前,國際賽是選用由新加坡修訂的競賽模式。
